What is an English Language Learner and what is the population makeup of ELL students in Appalachia?

English language learner (ELL) students live in a home where a language other than English is spoken and have a level of proficiency in English insufficient to fully participate in all-English instruction without the support of additional language-related instruction services. Educators and practitioners prefer this term and use it in place of the federal term “limited English proficient students.”
